Alameda County Board of Supervisors

There are quite a few items on the Board of Supervisors Regular Meeting agenda; however, it is the 1:00 p.m. Planning Meeting where two specific items concerning Castro Valley will be discussed: 1) The Castro Valley Specific Plan, 2) Canyonlands garbage and recycling service.

Castro Valley Downtown Specific Plan

As we noted on the Castro Valley Matters Facebook page last week, the Community Development Agency (CDA) will update the Supervisors on the status of its major planning initiatives, specifically, which general and specific plans it plans to tackle in the next few years.   Castro Valley’s Downtown Specific  Plan, last revised in 1993, is on the bottom of CDA’s priority list.

Canyonlands

Last month’s Transportation/Planning Committee Meeting considered the annexation of the Canyonlands into the Castro Valley Sanitary District (CVSan)(see Transportation/Planning Committee Meeting agenda).  In its memo to the the Transportation/Planning Committee, CDA “staff has concluded that annexation of the Canyonlands to CVSan would be the most beneficial for residents of the area.”

For Tuesday’s meeting, the CDA has recommended that the Supervisors “[a]dopt resolution requesting the Local Agency Formation Commission (LAFCo) to initiate proceedings for amendment of the Castro Valley Sanitary District’s (CVSan) Sphere Of lnfluence to include the Castro Valley Canyonlands and annexation of same territory to CVSan for the purposes of the provision of refuse collection and recycling services.”

Board member Dave Sadoff, who also serves on the Castro Valley MAC, will start his term as President of the Board of Directors.

The Board will also consider the adoption of Resolution No. 3339 which would support the County’s effort to apply for the annexation of the Canyonlands into CVSan’s territory.

The Alameda CTC BPAC will discuss “its first Comprehensive Investment Plan (CIP), a programming document that will articulate priorities for investing all fund sources under the purview of the agency.

Supervisors to hear proposal for incorporation fiscal analysis

The Alameda County Board of Supervisors Unincorporated Services Committee meets on Wednesday, April 27 at 6:00 pm to hear from the Local Agency Formation Commission (LAFCo) about a proposed fiscal analysis of the feasibility of incorporating Castro Valley and the other Alameda County unincorporated communities.
